Always found this to be a beautifully elegant metaphor of impotence.  "Look at you, stroking your own ego.  It's such a joke, nothing real will ever come of that.  You'd be better off saying/doing nothing."  Anytime you can say something so complex with such a simple metaphor, you get a thumbs-up from me.  One of my all-time favorite g-lyrics ;)
