As far as I could tell, it was instantaneous.  There's no login screen or anything, so I was a bit muddled at first, but really there's nothing to log in too just yet.  The only time I need to use my handle/password is to buy presale tickets.
 
I did get an email right away from info at garbage.com, which just said "Congratularions!  Welcome to garbage.com!" and it listed all my membership information.
